Portland's Bureau of Development Services has created a tiered system to ensure that its efforts are focused on immediate infrastructure needs. According to the BDS website, the agency is currently only focusing on intakes for Tier #1 and Tier #2 projects, which include hospitals and clinics, essential services, shelters and transitional housing, essential facilities, wastewater treatment, and wireless facilities. Tier #2 also includes permits for projects that are already under construction. Portland Housing Bureau Projects are considered Tier #3, while other regulated affordable housing projects are Tier #4. All other projects are considered Tier #5.
