Mayor Wheeler Declares State of Emergency

Portland Mayor Ted Wheeler declared a state of emergency this morning in an effort to slow the spread of the COVID-19 virus. According to the city ordinance that addresses states of emergency, the city has the authority to "Establish rent controls and provide temporary or permanent housing by purchase, lease or otherwise and to enter into arrangements necessary to prepare or equip the living units for occupancy." The declaration also allows the city to coordinate with relief agencies, order evacuations, establish a curfew, or blockade streets. So far, none of these measures have been taken.
