Portland's 2035 Comprehensive Plan has been set to go into effect January 1, 2018, but the City Council is likely to delay it until May 23, 2018. Kurt Creager of the Portland Housing Bureau had asked for the delay in order to give the Land Conservation and Development Commission more time to rule on appeals to the plan. The 2035 Comprehensive Plan includes zoning changes that affect large portions of the city, and the Residential Infill Plan and Central City 2035 Plan cannot go into effect prior to the implementation of the Comprehensive Plan.
