Study: Portland One of the Hardest U.S. Markets to Build Apartments
A new study from Washington DC ranks Portland 21 out of 50 metro areas in terms of difficulty adding necessary new apartments. Topping the list are Honolulu, Boston, Baltimore, Miami and Memphis.
