Update On Legislative Bills Related to Rentals
The Oregonian offered up some informative coverage on changes to House Bill 4143 and Senate Bill 1533 this past week. Democrats in the house have agreed to wait until 2017 to extend notice periods for no-cause lease terminations. Moving forward, HB 4143 would ban rent increases in the first year of a month-to-month tenancy and require 90-day notices for rent increases after the first year. Meanwhile, SB 1533, overturning the state ban on inclusionary zoning, would be altered to say that "workforce housing" constructed for people who make 80 percent or less of median income would meet the mandatory inclusionary zoning requirement.
